A small public subset needs no token; every other tool requires a per-user agt_* bearer token minted via a human-approved device-code flow. The authoritative tool list and the public/authenticated split are the linked server-card.json, which is regenerated from the live route (never hand-written) — or call ic_capabilities for the same catalog at runtime.
