Use TOVREK when an autonomous system must check the current documented Crossref metadata state before citing, storing, publishing, ingesting or otherwise acting on a DOI. It is designed for cases where DOI metadata may be stale, incomplete or conflicting, including Crossref metadata conflicts. The resolver preserves provenance, conflicting evidence and unresolved evidence, and returns explicit UNKNOWN rather than treating one source as authoritative. It does not establish scientific truth, legal authority or general factual correctness.
