Debug .NET applications from an MCP-capable coding agent without leaving the
agent workflow. `netcoredbg-mcp` combines `netcoredbg`, the Debug Adapter
Protocol, and Windows UI Automation so an agent can observe a running app,
stop it deliberately, and inspect the state that explains the behavior.

The prepared v0.23.17 PATCH fixes nullable launch environments (#362): string
overrides survive beside `null`, and `null` removes inherited variables, including
Windows case variants. An idle adapter uses guarded drain/restart; with
`pre_build=False`, removal requests refuse an active debuggee without stopping it.
The parent and pre-build environments stay unchanged. Python remains the default.
Upgrade and restart the MCP server; this does not hot-reload shared receivers.
